Seal of the hypothetical European Federation. The eagle is an allusion to the Holy Roman Empire, the crown representing sovereignty (rather than a monarchy), the stars as a symbol of unity (as featured on the flag) and the motto of 'Unity in Diversity'.

almost every country in europa took the roman eagle as their national coat,  hre before 1400 had a single headed eagle then they took the the eastern roman empire eagle in 1400

serbia double headed eagle, albania and so on also took their eagle from the eastern roman empire

the eagle was also the coat of arms of the bizantine empire (eastern roman empire)

And the Roman Empire too! So yeah, two headed eagles have lots of significance right across Europe, hence my decision to use one!
